Usage and meaning of 'restricted to'

I have a confusion regarding the usage of restricted to. Please look at the following sentence  “Kindly note that entry to college campus will be restricted only to students carrying ID Cards with hologram stickers.  What does this mean? Does it mean the entry is allowed to all people except students carrying ID Cards with hologram stickers? Or it means entry is only to students carrying ID Cards with hologram stickers?

It means that only students carrying ID Cards with hologram stickers are allowed to enter college campus. "Certain privilege is restricted to sb" means that only those people have this privilege. Hope an English dictionary can be helpful for you.
