To “look at someone weird” means to give someone a funny or strange look. In the video lesson, Devan doesn’t want Dale to behave in any kind of inappropriate way with Vanessa. She doesn’t even want him to look at her in a way that might be inappropriate or strange.

“Weird” is an adjective. In this sentence it modifies the verb, “to look,” so it would be more proper for Devan to say “look at her weirdly,” since “weirdly” is the adverb. Smile
