How to make chance for practice speaking english?

I have learn english for about 10 years but my spoken english is still poor. I think the main reason is that i have little chance to speak english in my daily life. English is important to me for i have to use it in my job soon. How can i improve my spoken english ? How can i make chance to practice speaking english? I wanna make foreign friends online, but it seems very hard .
