culture? why girls wear low-cut dress?

I have no idea that why girls wear low-cut dress or low dress? to show her breast？ or  means freedom?  Could someone explain it?

I don't care about it but i like it.

it's depends. If one wears this for freedom or just for happiness or comfortable,we can't say nothing.

but for someone,she wears that just for attracting some males,who are ruttish.we should deny this.moreover the females are always ugly.

Personally i think short dresses are typical of girls who have on sense of style. They don’t know how to make themselves look pretty with the help of clothes and think that with little clothes they will be noticeable anyway… However most women look ugly and vulgar in such dresses…

they will be more pretty if they don't
and all boys will be pleased with that
and if they be so, of course girls will be pleased
espcialy at hot weather.
also why men half naked, why not completly naked?

in my country i often see girls with low cut dresses,i think it looks slutty, i were skirts and jeans, but no dresses!! Maybe they were it, so then some mens look at them and talk witht them!!but im not an expert, and i hope you understand what i want to say…
