Who Is Allah Reffering to As "WE"

There are places in Qur'an where Allah uses "We" instead of "I" and that confuses many New Muslims or Non-Muslims.

That kind of usage of language is the plural of respect. For example like the king saying, "We decree the law"

Even in English language this "we" exists  and below you can see the word in Cambridge Dic.

In Islam, we believe that that God is One. As said in the surathul Iklas chapter 112 verse 1-4

In the name of Allah, Most Gracious, Most Merciful.

1. Say: He is Allah, the One and Only;

2. Allah, the Eternal, Absolute;

3. He begetteth not, nor is He begotten;

4. And there is none like unto Him.
