Party A tender Party B ? the meaning ? Pls help asap

In the contract I'm now working on. I want to express the idea that Party A give Party B the construction works without bidding, that's a appointing the contractor. Can I write as follows:

Party A agrees to tender Party B the construction work

I'm not sure because I know this if Party X tender for the construction it means Party X apply to get the construction works, but can we say Party Y tender Party X to express the idea that Party Y assign or give Party X the construction work? Pls help asap, thanks a lot

Hi! Hmmm,this is a tough question because this sounds like legal terminology. Can you simply say "Party A agrees to provide the construction work to Party B"? Or I might say, "Party A agrees to tender the construction work to Party B."
