Today we’re going to learn an impersonal way of explaining customs and manners. The phrase “it is considered” is used to give general knowledge without attribution to a speaker or a subject. The basic sentence structure is very simple.
It is considered + adjective + an infinitive + (usually) a prepositional phrase. For example:
It is considered rude to smoke on the train.
You don’t always need a prepositional phrase. You could say: It is considered rude to smoke.
Here’s another.
It is considered intelligent to study before a test.
For negative statements, simply insert the word “not” before the infinitive.
It is considered stupid not to study before the test.
It is considered wise not to smoke.
You can also use this structure in past tense.
In the 1920s, it was considered improper for women to have careers.
Now, can you say something about your country using "It is considered?"
