If you talk about something over a couple of beers, it means you discuss it while drinking a couple of beers. You can do this with any food or drink. “We planned the weekend over coffee in the morning” (we talked about what we would do this weekend while drinking coffee) or “The businessmen came to an agreement over lunch” (while eating lunch together, the businessmen made an agreement). This is not slang.
