In all of the above sentences, you can leave out the BE verb entirely, solving your problem (E.g. “as hoped, than expected, than required). However, if you particularly want to use was/were in your sentence, then in order to figure out which word is correct, you need to add in the word “it” or “there.”

1) The guests came on time as was hoped. (i.e. It was hoped that the guests would arrive on time. It’s not necessary to keep “it” in the sentence. This just shows you the reason for why “was” is correct.)

2) More guests came than were expected. (There were fewer guests expected.)

3) There were more mangoes than were expected. (There were fewer mangoes expected.)

4) There were more servants than were required  (There were fewer servants required.)
