(adj.) All the rage means fashionable.
If something is all the rage, it's very fashionable at the moment. It's in style. Like all idioms, it's not useful to try to define the actual meaning of the words. Rage, for example, means anger. Anger has nothing to do with this phrase.
In Spain, mullets are all the rage.
Lily Allen is all the rage in the UK.
In the 1960s, the Beatles were all the rage.
Smart Cars are all the rage in large cities.
David Beckham is all the rage in Los Angeles.
