Need help! What does it mean when he said " Not Fully Satisfactory"?

Hi, All! anyone can help me to figure out what kind of level we ranked when the customer audited our plant and commented, like " Not Fully Satisfactory". The comment was made by a German customer, who is in charge of the H.S.E dept. in a Global Top Pharma Company. I ungently need to know the impression the customer expressed on-site.  Thank you in advance.
