the Russian xenophobia..or skin heads

  During the past 4-5 years we often heard about skin heads and their's crimes. In summer one uzbek was killed by the skin heads. And this is not 1st accident that had happened in Russia.During the last 2 years more than 200 uzbek people were killed by them. There were killed not only uzbeks, but also armenians, tadjiks and other non russian nationalities. It troubles me even makes me sad. The russian government is keeping silence to this events.And that fact shows that there are some political groups ,which supporting skin heads even encouraging them.The russian economy is growing also growing russian xenophobia. Why? Or they want to show themselves. We know them without skin heads too. And we know how they gought against the fascism during the 1941-45 years. But today fascist elements, signs are the symbol of skin heads. How we must understand it? And what is the main cause of russian xenophobia?

I hope Russian friends might help us to understand about this. I am wondering too.

For last 20 years after disintegration USSR many people from Georgia, Uzbekistan, Ukraine and other came in Moscow for job.
Many of them don't found normal work and they begin to rob and sell drug.
So all Russian people  begin to thought that all migrants are bad.
Russian police do nothing.
And many young men (13-18 years old) organize groups and name themselves skin head. They went about the town night and  beat all who look like as migrant.

I think that is very bad but Russian government don't want to do with illegal migrant in own counrty
