Since “kind” is singular, you’d want to use “is.” However, the above sentence is a little awkward. “This kind of rose is sweet,” or, “These kinds of roses are sweet” are best.

Here by the phrase “this kind” I wanted to mean a particular species of roses? Do you think it’s wrong to say that? Also when you say “these kinds”, doesn’t that mean more than one species of roses?
