You can use “out there” to describe people that you don’t understand. If someone is very different than the other people you know, that person is really “out there.” It’s not an insulting term, but a person who thinks he’s normal could take offense to it, so be careful.

For “out there,” I think it’s the synonym of eccentric, means not so normal or common, very strange.
