why is it hard to learn english

The key to learn English is persistence,but many of us learners are always too lazy to practice,so we cannot  improve our English well.

for me english is not hard , but to be good in english you need to read and write and speak english any where at any time .

It is not extremely hard , but everything in life needs effort to be accomplished , this also goes with learing English . However all you need to do is to listen to native speakers , read much , write ( e.g write your diary in English )and practice what you have learned ..
