We use buddy-buddy to mean when people are very friendly with one another, like when you go to a bar and everyone is very open and chatty.

This term can be used with either a positive or a negative meaning. For example, when someone is being buddy-buddy with you to out of personal motivations, this would have a negative meaning. Otherwise the term buddy-buddy means being very friendly with one another. How is it used in the quotation above?
